First-Time Homebuyer Programs in Florida: You May Qualify Even If You’ve Owned Before

Many potential buyers immediately rule themselves out when they hear the words “first-time homebuyer.”
They assume the programs are only for people who have never owned a home. That is not always true.
Under Florida Housing’s current guidelines, someone may meet the first-time homebuyer definition when they have not owned and occupied their primary residence during the previous three years. That means a former homeowner, someone who previously owned a rental property, or a buyer returning to homeownership may still have options worth investigating.
What Florida Housing currently requires
Florida Housing offers 30-year, fixed-rate first-mortgage programs through approved participating lenders. Requirements depend on the particular program, but buyers generally must:
- Meet applicable household-income limits.
- Purchase below the price limit for the county.
- Complete approved homebuyer education.
- Use the home as their primary residence.
- Work with an approved participating lender.
- Meet the program’s credit and mortgage-underwriting requirements.
The current general minimum credit score is 640, although qualifying for the mortgage itself involves additional lender and loan-program requirements.
Florida Assist
Florida Assist may provide up to $10,000 toward eligible down-payment or closing expenses when paired with qualifying FHA, VA, USDA or conventional financing.
The assistance is structured as a 0% deferred second mortgage. There are no regular payments, but the balance is not forgiven. It generally becomes payable when the property is sold, refinanced, transferred, the first mortgage is paid off or the buyer stops occupying it as a primary residence.
The 2026 Florida Hometown Heroes Program
A new round of Florida Hometown Heroes funding became available on July 13, 2026, after the state provided $50 million for the program.
Eligible first-time, income-qualified buyers working full-time in approved Florida occupations or employment categories may receive assistance equal to 5% of their total mortgage amount. The assistance ranges from a minimum of $10,000 to a maximum of $35,000.
Hometown Heroes assistance is a 0% deferred, non-forgivable second mortgage. Funding is limited and is reserved through participating lenders.
Local programs can open and close
Local housing assistance programs often have separate funding cycles, income limits, property requirements and application procedures.
For example, Jacksonville’s Headstart to Homeownership program can provide up to $25,000 when funded, but the City’s current housing status page says that it is closed to new applications. This is why buyers should verify program availability rather than relying on an old article or social-media post.
Assistance should be compared—not simply accepted
Down-payment assistance can reduce the money needed at closing, but buyers should understand:
- Whether the assistance must be repaid.
- What events trigger repayment.
- Whether the associated mortgage rate differs from other options.
- Applicable income and purchase-price limits.
- Homebuyer-education requirements.
- How long the funding reservation remains valid.
The best program is not automatically the one advertising the largest assistance amount. It is the option that supports the buyer’s overall financial plan.

Start before selecting a home.
An approved lender can review your income, employment, credit, previous ownership history and estimated purchase range. A real estate professional can then help align the financing plan with homes that realistically meet the program’s property and price requirements.
