USDA Home Loans: 100% Financing May Be Closer to Jacksonville Than You Think

When buyers hear “USDA loan,” many assume it only applies to farmland or homes far outside Jacksonville.

That can cause buyers to overlook a financing program that may offer 100% financing with no required down payment on eligible properties for qualifying borrowers. The USDA Single Family Housing Guaranteed Loan Program is designed to help low- and moderate-income households purchase primary residences in areas USDA considers eligible.

The important part is that both the buyer and the property must qualify.

What Is a USDA Home Loan?

USDA Rural Development offers two primary home-purchase programs: Guaranteed and Direct.

For most buyers working with a traditional mortgage lender and real estate agent, the USDA Guaranteed Loan Program is the one they are most likely to encounter. The mortgage is made through a USDA-approved private lender, while USDA guarantees a portion of the loan.

The Direct program is administered more directly through USDA and is designed primarily for low- and very-low-income applicants.

Can You Really Buy With No Down Payment?

For qualified USDA Guaranteed Loan buyers, no down payment is required, and eligible financing can reach 100% of the property's appraised value.

That can allow buyers to preserve savings for moving expenses, reserves, furnishings, maintenance or other costs of becoming a homeowner.

However, zero down does not mean zero cost.

Buyers may still have closing costs, prepaid taxes and insurance, inspections and other transaction expenses. In some circumstances, eligible closing costs and certain other expenses may be financed when the property's appraised value supports it.

Where Can You Use a USDA Loan?

This is where many buyers get surprised.

USDA determines property eligibility by geographic area. A property must fall within an area USDA currently considers eligible, and those boundaries should be checked for the specific property being considered.

That means buyers looking around Northeast Florida should not assume a home is either eligible or ineligible simply because of the city name or ZIP code.

USDA notes that its online map is a preliminary tool; the agency makes the final property-eligibility determination as part of the loan process.

There Are Income Limits Too

USDA Guaranteed Loans are not available at every income level.

Applicants must meet household-income requirements for the area in which they are buying. USDA currently describes the Guaranteed program as serving low- and moderate-income households, with income eligibility generally capped at 115% of the applicable median household income.

Household size and location matter, so buyers should have a USDA-approved lender evaluate their specific circumstances rather than relying on a general online estimate.

Do USDA Loans Have Mortgage Insurance?

USDA Guaranteed Loans do not use conventional private mortgage insurance, but they do have USDA guarantee fees.

For 2026, USDA lists:

  • 1.00% upfront guarantee fee
  • 0.35% annual fee

The upfront fee can generally be financed into the loan.

So buyers should compare the entire monthly payment and total loan costs, not simply compare down-payment requirements.

Do You Have to Be a First-Time Homebuyer?

No.

USDA's Guaranteed Loan Program is not limited to first-time buyers. Eligible repeat buyers may qualify as long as they meet the program's borrower, property, income and occupancy requirements.

The property must generally be used as the buyer's primary residence, rather than as a vacation home or investment property.

Why USDA Financing Is Worth Knowing About

For the right buyer and property, USDA financing can offer an unusual combination:

No required down payment + 30-year fixed financing + access to homes in eligible areas.

That doesn't automatically make USDA the best loan for every buyer.

A conventional, FHA, VA or other financing option may be better depending on credit, income, available cash, property location and the overall loan terms being offered.

The useful question is not simply:

“Can I get a USDA loan?”

It is:

“Does USDA financing give me an advantage for the home and location I'm considering?”
